Biomanufacturing firm Resilience relocates HQ from San Diego to Southwest Ohio
Resilience’s move from San Diego to Blue Ash cements Southwest Ohio as a million‑square‑foot hub for sterile injectables and advanced packaging, tying corporate leadership directly to its expanding West Chester manufacturing network and new high‑skill jobs in the region.
National Resilience, Inc., a leading biomanufacturing contract development and manufacturing organization (CDMO), is relocating its corporate headquarters from San Diego to Blue Ash, further consolidating its growing footprint in the Cincinnati region.
The move brings executive leadership closer to the company’s expanding sterile manufacturing and drug product operations in Southwest Ohio, and adds momentum to the state’s push to establish itself as a national hub for advanced pharmaceutical production.
The big picture
Resilience’s new headquarters at 10901 Kenwood Road will anchor a rapidly expanding regional network that now exceeds one million square feet across Blue Ash and West Chester.
The company’s existing 580,000-square-foot, commercially licensed drug product facility in West Chester will be complemented by a more than 450,000-square-foot packaging, device assembly, and cold storage operation in Blue Ash. Together, the sites form a tightly integrated hub spanning sterile fill/finish, inspection, assembly, labeling, and distribution.
Resilience expects to add approximately 200 jobs in Blue Ash as part of the expansion.
Why it matters
- Continued Midwest momentum: The relocation reflects a broader shift of advanced manufacturing activity from coastal markets to regions like Ohio, where workforce availability, infrastructure, and cost structures are more favorable.
- Domestic supply chain resilience: By co-locating leadership with manufacturing, Resilience is doubling down on U.S.-based production of complex medicines, particularly sterile injectables.
- Discovery Corridor growth: The expansion reinforces Southwest Ohio’s role within the Ohio Discovery Corridor as a fast-growing life sciences and biomanufacturing cluster.
Dual-site strategy
Resilience is aligning corporate operations with specialized production across two sites.
- In Blue Ash, the company is building out large-scale secondary manufacturing capabilities, including visual inspection, device assembly, packaging, labeling, and cold-chain warehousing. Workforce development partners, including Ohio Life Sciences and Butler Tech’s cGMP biomanufacturing program, are supporting talent pipeline needs.
- In West Chester, Resilience is expanding core manufacturing capacity with a new multi-purpose injectable fill/finish line from Groninger. The investment is designed to support multiple drug formats and scale commercial production for biopharma partners.
The Ohio signal
“Ohio offers a strong manufacturing workforce, operational infrastructure, and proximity to many customers and partners,” said William Marth, president and CEO of Resilience. “Establishing our headquarters in Blue Ash alongside continued investment in our sterile manufacturing and packaging capabilities positions us to better support the evolving needs of the industry.”
JobsOhio President and CEO J.P. Nauseef called the move a signal of the state’s growing strength in pharmaceutical manufacturing, adding that the investment will “bolster the nation’s healthcare supply chain while creating high-quality jobs.”
The bottom line
The headquarters relocation builds on a 2025 expansion of Resilience’s Ohio operations and signals a long-term strategy to centralize both leadership and production in the region. For Ohio, it is another data point in a broader effort to compete with coastal biotech hubs by scaling advanced manufacturing capacity rather than early-stage R&D.
“This is what it looks like when the Ohio Discovery Corridor delivers," says Eddie Pauline, President & CEO, Ohio Life Sciences Association.
